I think the idea is to keep it dry dry dry over the winter. Wet feet during dormancy will bring on rot. These plants have to have excellent drainage. I'm assuming the plant you're referring to is a Hesperaloe? They grow quite happily in containers. They'll have the drainage they crave and if the weather turns really cold you can move them to a sheltered spot or completely cover it.
