Blue Eyed Grass with no flowers

My mother lives along the So. California coast and is growing Blue-Eyed Grass (or Sisyrinchium Bellum). Her plants are in large, thriving, very happy clumps but none of them produce flowers! The Blue Eyed Grass is planted in partial sun, along with a thyme ground cover... may be it gets too much water? (about every other day).

I told my mom I'd post the Q here to see if anyone had suggestions.
