Black eggs all over leaves. Help!

Hello everyone. First time posting on these forms. We just moved into a new build so we have new plants all over. Recently, the leaves on a few of our plants are dying, almost like they're drying out. When I look closely at them, they seem to have black eggs on them, with some webbing. I've attached a photograph, any ideas what it is and how I can fix it?

    Those aren't eggs - it is poop.

    You have tiny caterpillar's eating your Tecoma. If you pull them off regularly the plant won't be hurt aside from some cosmetic damage. Some people treat the leaves with BT spray from your local nursery.
