Free blooming oleander?

Can anyone tell me what "free blooming" oleander means?

Beats me ... maybe it is in reference to the fact that Oleander blooms here at least 8 months out of the year ... April to November.

Yeah, "free blooming" just means that a plant blooms throughout most of the year rather than in a limited season. All oleanders planted around Las Cruces seem to be free-blooming... they'll stop for a couple months when it's too cold in winter, but that's about it.
