eco friendly grass seed

Looking for a grass seed (NOT FROM CANADA> WITH HIGH SHIPPING COST) to grow a lawn (in full sun) that does not need mowing. It looks like long hair that does not need much watering/ never or rarely needs to be mowed and looks gorgeous all the time/ It fills in bare spots by being long.

I doubt that anything from Canada would grow equally well in SoCal

What is the species?

You can get that look from buffalo grass, some fescues, and some carex (grass look-alikes)
