Organic way to kill oleander?

Hello,
Does anyone know a secretive organic way to kill my neighbors oleander in the alleyway? She always says she wants it removed but never does anything about it. It is a saftey hazard since it's a great place for transients to hide behind. I also have some stranglers in my yard that I would like to kill. |

Severe continuous root pruning. As sections die back, cut more roots.
BUT I'd complain to your city/town first and get your neighbors to join in. If it is a neighborhood hazard the civil authorities might take it out. |
