Are office lights considered 'low lights'?

I know this question is probably laughable to most all of you, but I can't seem to find the answer.

I went to the Philly flower show and came back with a bug to try my hand at terrariums and am studying how to best go about this.

I purchased some clear containers that will sit on my desk at my work (in Chandler, AZ in a fabric covered cubicle). The lighting in the office is your standard flouresent lighting. So... would that be considered low lighting?
