I am a little confused about how wide your fluorescent light is. Is it a 4 foot, 40 Watt, 2 bulb fixture? If it is it may be a little too long for the terrarium. I have a lampstand over my 10 gal. terrarium that is only 2 ft. wide and is plenty big. Here is a picture:

Whether the following will work depend a lot on how wide your table is. The idea will work for either a 2 ft. or 4 ft. fixture. It all depends on how much table area you have. If your table is not wide enough to accommodate a 4 ft. light stands, assuming that is how wide it is, I would suggest exchanging the 4 ft. fixture for a 2 ft. fixture. Anyway, here is a diagram of what I am thinking. Keep in mind that I am probably the world's worst drawer. I hope you get the idea though.
