L. discolor rotting and not rooting

My ludisia discolor is not rooting, is slowly rotting, and is only putting out 1 new leaf. It now has no leaves except for the new one. I cut off the rotted portion and found out the 'puesdobulb' had rotted off. I dipped it in rooting hormone and put it back in the soil (peat). It is in low light now but is still not rooting. I heard that if you put it in a glass of water(with or without rooting hormone), it will root. Is this true???

Here are the specs of the area of the terrarium it is in:

light- low

humidity- 70-80 %

temp.- 70-75oF

soil- coco-peat mixed with peat
