You mean Norfolk pine, I presume? It could very well be a seedling of one. Many ferns will eventually get too tall for a 10 gal tank but you can cross that bridge when you come to it. In any event, posting pictures is really the most likely way of getting some positive IDs.

Lightingwise, if you or someone you know is handy with tools, I'd suggest building a lighthood for the tank and utilize cfl's. If you already have a lighted plantstand, you could try setting the tank on the stand.

The light part is easy. I would just get a desk lamp with a florescent bulb. adjust the neck to best effect and turn it on. You might want to get really fancy and buy a timer as well. That way it will go on and off even if you are not around or just plain forget.
