Mutated growth on Belaroma Hybrid Tea

This rose is in 4th year since planting.

This year after doing great with large numbers of blooms, in late summer out of healthy canes a mutation would come out on side of cane that does not resemble this rose. Now in October most all of the new growth is this type of growth shown in photo. It breaks off easily when pulled to the side.
What is causing this type of growth to occur.

Could be a chemical problem such as a herbicide.
