How do you reply to someone and get notifications?

Hi I can't tell if there is a way to respond to someone's comment that will also tell them you responded specifically to them. Also was wondering where are the notifications? I always have post replies emailed to me checked but I'm not receiving them.

This one is not checked and neither are the others you initiated. Why not try a new post on this test forum and make sure the box is checked. We'll get it working.

What I do, is either address them by name, or else I copy the portion of their post that I am specifically responding too.

I see the box below that says...A copy of further followups will be emailed to this poster.
Since folks that reply can also have the follow-up replies emailed to them, I wonder if it means the OP is getting the replies emailed to them, or if it is just anyonw in the thread who is getting the replies. Hmmm...food for thought.
