Alley border ideas

I live in an urban area where garden spots are rare. Because of this, I'd like to utilize all of my garden space, including a 3' x 20' strip between my fence and my alley. Both are on the north side of my lot, so the area primarily gets shade (the fence is 7' high, solid wood).

I would like to put in a plant that will do well in poor soil, yet look great, producing flowers that look and smell good. Any ideas would be appreciated.

    Are raised beds an option? If not, how "poor" is your poor soil? Is it clay, cherty soil, or what? Is amending the soil possible?
