White fuzzy hoppy bugs?

Hi, I'm new to TN so haven't seen this before...

We're seeing a white fuzz on many of our plants, and when you get close you often see a fuzzy little hopper like a leaf hopper jumping away.

Can anyone tell me about these bug? Are they harming the plant?

Look up wooly aphids. I have them too! Yes, they do harm the plants like all aphids do by sucking the life out of them.
