Leaf hoppers don't leave any type of web or web like stuff that I know of. It sounds more, to me, like you might have mealybugs. Take a look at the link below and see if the stuff you are talking about looks like the pictures in the link. Normally the signs may not be nearly as obvious as some of the pictures in the link, but you'll probably be able to tell if you look at a few different pictures.

BTW...Most of the time, mealybugs are so small that it's hard to notice an individual unless you look really close and see a speck moving around.

I saw on the other post that my guess was right. Step one complete...now to kill the critters.

I'm not sure what the very best way to get rid of them is. Insecticidal soap can work in some less-serious cases. Multiple, correctly-timed applications may be necessary.

If that doesn't work, you may have to resort to something like Bayer Advanced Complete Brand Insect Killer For Soil & Turf (or closely related products). I've seen mixed opinions on whether that product could be safely applied indoors. Since it's not labeled for indoor use, I guess the safest thing would be to apply it outdoors and not bring the plant back inside until it was dry. The label does say it's safe to be around once it has dried.

I killed my first prayer plant I bought. When I transplanted it I buried it to deep. So when I watered it I actually was drowning it. Needless to say it perished due to root rot.

Most houseplants would do better with deeper pots. The shallow ones force the plant to contend with overly saturated soil and/or drought through each watering cycle. I find it somewhat strange that the container producers don't concentrate more on deeper pots. I found some small "long tom" pots at a hobby store, but haven't found a decent variety locally.
