Terrible Tomatoes leaf curling please help identify problem

I have a real problem with my Tomatoes and Peppers curling, they must have a disease. I started them in mid February in my garage in coastal South Carolina thinking my 400W light would provide enough warmth, and I still think it did. I did have quite a few fungal gnats, and decided to put a small fan on to keep the gnats from laying eggs on the seedlings. Most looked well until about two weeks ago. There was one Bush Champion seedling that was curled from the beginning. I have no idea what I have done. Peppers looked great until about two weeks ago as well. Please view pic and help.

I have the same issue going on with my Mortgage Lifters...did anyone provide any insight about what is causing this for you? Did the problem get resolved? Thanks!
