Tomatoes dying?

Hello. I am not sure what is going on with my tomatoes.
I planted them in late April on Long island in NY.
We have had a lot of rain lately but the 2 tomato seedling plants i have planted now have really dark stems and look a little wilted and there are these white dots on the stems as well. Is this normal because of all the rain? What can i do to help them this weekend when the rain finally goes away?
