Curly Top Virus (CTV) ???

Well, this is the first tomatoes I've planted in several years. Decided to go the 5-gal bucket route while I solarize a small area for future raised beds. The tomato plants are looking tough...curling leaves, a sense of the plants reaching skyward, purple veins, and their fast growth has suddenly slowed down. I'm pretty sure from what I've read that this is curly top virus but I'd like a second opinion from somebody more experienced than myself.

I understand that ctv is caused by infection from the leafhopper. Are there any favorite "host plants" for the leafhopper? The reason I ask is that there is a LOT of privet hedge around the area.

One more thing, can the growing mix in the buckets be used to plant new transplants in? Will they be infected via the soil? From what I've read it sounds like the soil would be ok to re-use and that the disease is only spread by the leafhopper. Correct?

There's some pretty good information out there about CTV. I'm in Ca. and thought I had it but the plants seemed to pull out of it. Their curly tops really had me worried for a while. There's also some pics of the beet leafhopper on Google.
