What have you been feeding them Zane? What is the air temperature in the area where they are growing? Is it possible that you are over-watering them? It's best to let them dry out a bit between waterings. What size of cell pack or cup are they in? Is each in its own container or are they crowded together? Are they getting enough light? Enough air circulation? What is the container mix you are using?

The most common problems are too much water, too cool an environment, or a poorly draining mix in the containers.

I had that same problem last year. I tried 3 times to get them started, third time was the charm.
On the third round I bought new flats, bought new peat& vermiculite, used a fresh batch of unsoftened low chlorine water (instead of whatever was left in the spray bottle).
So one of those did the trick. I wasn't in the mood to experiment one at a time because the clock was ticking.
No fertilizing until plants had been moved to larger pots for a few weeks, a touch of rooting hormone for the transplant.
Go get em Zane, this isn't like the neighbor just drove his SUV thru your living room, this is serious, springs coming!

Not for sure without you supplying more information as digdirt requested.

The most common problem is the soil is too moist, but that is such a generality. Anyhow, roots can't grow in wet soil and if the roots don't grow the plant doesn't grow. Tomato plants don't like wet feet.
