Rutgers growing poorly

I'm new to the "growing your own seedlings" scene. So far I've had good success with most of my peppers and other tomatoes, but my Rutgers really have done poorly. I'm fairly certain the issue is over-watering, but I thought i'd toss it out for the more experienced to take a look at. These seedlings were planted 2/23. I started them on a heat mat with 6500K lighting. After they got their first true leaves I moved them off the mat but still under the same lighting. They have grown very little since then and have a yellow tint to the leaves. The growing medium is Miracle Grow seed starting mix.
