Going nuts with fungas knats!

I tried the alcohol/soap spray. Nothing. I tried the yellow cards slathered with Vaseline. Nothing. They just don't care. The tops of the pots are all layered with cinnamon right now and the knats are flying all around. I can't go into town to buy anything for another two weeks and these little buggers are driving me nuts and probably doing damage to hair roots of my seedlings! (These are pepper seedlings and young dwarf tomato plants.)
I want to start my tomatoes the first week of April and can't even imagine the problem I will have if these little buggers are still here.
