Tomato Plant - Only One Leaf

I've successfully started about 100 tomato plants again this year. They're doing great, however one variety had only 2 plants germinate, and one of the two only has 1 leaf. These popped up the same day for reference (photo). Will it still grow or should I cut my losses with this little guy? The hull from the seed was stuck on the end when it first popped up, so I'm assuming that's responsible for the mutation.

The variety is Golden Monarch from Baker Creek seeds. Every other variety of theirs had 100% germination.
