Deer or Hornworms on Tomatoes?

I was out of town for 4 days and returned and checked my garden to find my tomato plants have lost new growth at the top taken off at the stem about thigh high in the garden. I haven't had deer problems before, but there are some woods across the street that run through the neighborhood. I took a quick look for the hornworm and didn't see any. If deer, do you think they were just passing through and munched or will they return? What can I put out to deter them? Thanks.
