Fungus Gnats

I'm growing in containers with MG potting mix. I noticed little pests that looked like fruit flies running around on the soil and flying around the bottom leaves of the plants. I put up yellow sticky traps, captured the beasts, and compared them to photos on the web. They are a dead ringer for fungus gnats. Eeeeeuuuwwww!

So how do I get rid of these pests? A search on this forum yielded recommendations of soaking the dirt with Neem oil or Bti (Bacillus thuringiensis israelensis). Most of the folks doing this are using these on ornamental plants. What do the ever knowledgable folks here recommend? And is it safe to soak the soil with Neem or Bti for tomatoes?
