tomato leaf problem

This seems to be happening to all my tomato plants after I transplant them after purchasing from Lowe's. All of the new growth looks like this.

It is herbicide damage IMO. Several previous posts here with similar pics. Drift can carry for up to 1/2 mile. It can also be brought into the garden on compost or composted manures.
