Yes, you can keep adding soil, not a problem. They'll appreciate the added opportunity to add more new roots to support all that top growth.

Fill it up to the brim of the bucket to give the plant the best chance. Why grow it in only 3 gallons when you can at least give it 4.5 gallons.

I had the same question, but my plants are between 3-4 feet tall in 22 gallon containers. I was surprised at how much potting soil settled. Will additional roots form on more mature stems?

You can but you don't have to for any reason. Less chance of injury to the plant if you just leave them alone.
