If we limit vegetation do the roots stop growing?

Some tomato growers limit the amount of vegetation per plant by pruning. Does this reduce root growth or do the roots continue to expand?

I don;t think anyone can say that the roots expand, no way to determine that, but they most definitely remain functional lest all those who prune plants, I don't, would have plants that would not continue to thrive.
