is this sunscald?

I am seeing this on my tomatoes and am wondering if it is sunscald. it is not appealing looking, discolored and soft when i touch it. my plants are drying up and laying on the ground. some of my tomatoes are starting to rot. can i cut this part off and still use the tomatoe? i also just learned i need to rotate where i plant them. i think this is the 3rd year in this spot. if not sunscald could this be a problem? watering has also been an issue this past month.

Some of it yes. Classic 'cooked skin' appearance. The rest is uneven ripening caused by hot air temps. They tend to go hand-in-hand.
