What am I looking at?

I thought this was fungal, but my fungucide is having no effect (Cease - Bacillus subtilis). Any ideas? The issue is only on lower leaves. The plants are maybe 4 weeks old...just really starting to crank up flowers and small tomatoes. All thoughts are greatly appreciated!

Most fungicides can't undo the damage already on the leaves. Is it spreading since you sprayed?

Definitely has spread. I have been spraying for two weeks now...

Quick followup...looks to be thrips damage. I am spraying neem to control.

Possibly needs a tad of fertilizer.
Definitely needs a caretaker who won't spray until "problem" is diagnosed.
Problems can be iatrogenic -- that is, induced by the caretaker.

I personally think that it is something of physiological in nature. I have had similar leaves on some of my tomato plants and they have been doing just fine.

Another quick followup...Neem is controlling the thrips and damage has stopped.
