White pustules growing at base stem of tomatillo plant

I started these tomatillos about two months ago, with relatively no problem, and about a week ago I noticed these white bubbles/pustules/dots growing at the base. They don't appear to be causing any damage at the moment, but I would like to prevent any problems in the future. Can anybody help identify what it is and give some suggestions on what to do?
