Don't know what it is

Last year I bought some straw to use as a mulch but there was something virus/fungus/bacteria/don't know what, in the straw. It out right killed within a week or severely stunted the plants. Plants didn't produce any fruit and if they did it was rotten on the vine. Had this effect on everything in my garden; corn, toms, squash, potatoes. On the corn it manifested itself by having a single white line running the length of the leaves. I looked in the desease page to see what it was, but really couldn't it exactly.

Toms had brown spot on the stems and a white power type something, leaves were brown spotted. Fruit was red but cut it open, it was rotten.

So now it's clean up time and get the garden ready for this year. I've pulled up all the straw. I noticed in it white substance that kind of looked like dried Elmer's glue. What is the best way to get this out of my garden? I really missed my home grown toms and corn last year.

Please help!!
