Small white worms eating tomatoes

Many of my tomatoes have roughly .25 inch holes in them filled with tiny white worms that look like maggots. The two varieties affected are Black Plum and Tigerella. This is happening to the fruits while they are still green. Does anyone know what this pest is and how to get rid of it?
