I have never seen this in my own tomatoes, but as Carolyn mentioned in the post below, it does very much look like aphid damage when the leaves were very young. I notice this type of curling and halted growth in ornamental plants after I bring them back into the house in the fall, and then have an aphid explosion. Even after you get rid of the aphids the damage to the youngest growing leaves will become apparent as the leaves increase in size.
