I think my tomato plant has a fungus, what do I do about it?

Okay, I have 3 potted tomato plants. I planted all of them with the Miracle Grow organic potting soil and this one is having some problems. I stuck it outside so it's hard to see, but when I watered it, dusty spores started flying so I moved my others really fast and stuck this one outside. This one grew a lot in the beginning and is not doing much anymore. The others are 3x the size now. This is what it looks like...appears to be fungus-like. This is my first mini indoor garden and this plant is starting to turn yellow.

Oh the pictures are of the fungus-y stuff on the top of the soil. I bought my other two from a local nursery and this one at home depot...It doesn't look like it is below the soil, just on the top layer. I'm not really sure what it is, but my plant is starting to turn yellowish and the lower leaves are starting to die.

I already answered another post of yours, and it sounds like you might have already replaced the soil. (You can read my comments in that other post)

Anyway, two things stand out in these pics:

(1) no mulch
(2) other stuff in the containers (lemon peels??)

If you have pictures of the fungus that is now on the foliage, that might be helpful in diagnosing the specific problems you're now having.
