Does anyone know what these are, or if they are good or bad bugs? They are all over my tomato plants!!

Aphids which have been parasitized by tiny helpful non-stinging wasps.

Good news! You have active biological control at your place.

    So these are good bugs?

    Yes, good guys!

Well, to be more precise -- the good guys are the tiny non-stinging wasp which laid an egg in the aphid.
