Extreme Tomoto Leaf Curl

I don't know whats going on with my tomatoes. I have 7 varieties that all have curl only on new growth. They are still growing Fast and Producing flowers. They are planted in 45Gal above ground pots with a mixture of potting soil, compost, horse and cow maure. The pictures of tomato leaf curl virus I saw online don't look like this.

Herbicide damage. (2,4-D to be more precise.) Used somewhere nearby.

If not 2,4-D, perhaps manures contaminated with clopyralid or similar compound.
