Southern Blight / Late Blight - Confirm Picture Request

I don't have much of a green thumb, but a family friend of mine mentioned having an issue with her tomato plants getting these dark brown/black spots on the stems which ultimately lead to her plants dying early every year.

btw...if you right click on the image and save/copy the image url and paste it in your browser you can see these a little bigger.
