Gray stuff under wilted leaves at base of tomato plants

My tomato plants seemed to be doing well until this week. I have noticed that the bottom leaves are wilted and underneath them the is something gray. I was wondering if anybody knows what that is and how to treat it. I have cut the leaves off of one plant but I do not know if that is the right thing to do. This is picture of the leaf at about 6 inches distance.
