Leaf Curling into a cigar shape

Hi

Greetings from Kentucky

I'm having problems with my tomatoes. The Affected plant's are all on the south end of a row of 10 plants. The worst effected plant is a Better Boy and the other worst plant is a Rutgers. The lower leaves are curling up into a cylinder shape but the newer fresher leafs seem fine I've treated with a fungicide yesterday hoping it will help. Doe anyone have some advice?

The pic didn't work well so. the damage is at the bottom 1/3 of the plant the top new leaves are fine Thanks
I have a plant hanging in an upsidedown bucket next to the infeted plants and it is also showing the leaf and only on the lower 1/3 of the plant

I live in Louisville and I have what appears to be the same problem. It has been raining for weeks. I'm hoping it is too much water. Anyone else in this area having the same trouble? Thanks.

From what I've been able to gather from various web sites that what is happening is
Too much water that leads to much top growth and too little root growth and that the roots drown. I don't t6hink it's fatal as long as we get some dry sunny days soon.
