Help identifying an insect/pest

Hopefully you can see the little bug in the attached photograph. We found these little guys on our tomato plants a little while back. They looked to be laying little brown eggs on the upper sides of the leaves (not visible in this picture). They appeared to be eating away at the leaves and doing some pretty big damage for such a little guy.
A healthy dose of neem oil took care of the problem, but I was wondering if anyone with more knowledge than me could help me identify what exactly this is just to satisfy my curiosity.
