What is eating my plants leaves? Includes picture.

Any help is greatly appreciated. These are actually tomatillo plants, but my tomato plants nearly 5 feet away are also being affected.
I have inspected the plants and there doesn't appear to be any bugs that I can pick up and get rid of, but there are numerous ants around and I know something is eating it.
