what is eating tomato plant pic

I have had two tomato plants eaten, they were 2+ feet tall and it looks like they were cut with scissors 4-6 inches from the ground. It was in a 4 ft tomato cage. Each was about a week apart, any idea what critter this could be? It is by a wooded area that has dear raccoons coyote rabbit squirel etc...
