Which pest is likely to do this?

Does anybody know which pest would be taking little bites out of my green tomatoes? I know what hornworms look like, but I have only found one that was 1/4 " long. It has to be something a little bigger. If this helps I found a white cocoon under a leaf that was about 1" big and had what looked to be some kind off worm or catipiller inside. The problem is not out of control yet, but I thought hormworms ate foilage more than anything. Any ideas would be great, thanks.

    They definitely grow, up to 4 inches, and yes, they do eat the fruits. Agh!

    When I see a hole as you describe but no pest in sight, I chalk it up to a wasp, hornet, bird, or other preditor that came along and ate the pest before it got too involved with the tomato.
