Tiny green bugs on tomato plants - what and solution?

I have tiny really green bugs on one tomato plant that is isolated from the others. I looked up mealy bugs but these bugs do not look like the pics I have seen of mealy bugs. They are on underside of leaves and stem - thousands. My sister says mealybugs and use 7 dust? Another site says use vinegar and water and place in plastic bag? Help!
