2 questions..Tiny Yellow spots?

Hi all,

I found a few leaves mainly on the bottom of some of my plants that have these tiny light green spots. They are withen a few inches of the ground. I don't know if it is the startup of something or if its just dirt that burned the leaves since they are so close to the ground.

This leaves me to a question I asked in another forum last week. An that is: Is it OK to spray Dacanil on the plants even before seeing signs of disease? I got one reply which I appreciated and they noted it was fine. But I would love a second opinion. Also, does anyone know how I would measure this? I lost the directions.

Thanks for the help! Tomatoes are Better Boy and located in southern NY state.
