Holy Leaves with tiny round green bugs

I am trying to identify a new bug on my plants, although I already sprayed sevin on them.

Here is a description: I found the bug on the leaves. These leaves have little round holes eaten through them and they look like lace. If you look closely there is a green, round bug with lots of tiny arms around the perimeter of its body. They are about the size of a pencil eraser. The more I think about it I think they might be more of an oval shape than perfectly round. On each green bug there sits a dot of brown debris. It looks like its carrying its own terd on its back or maybe that is a piece of dried, brown tomato leaf but it's only a speck and they are on every single little green basterd.

Does anyone know what this is?
