Tomato Hornworm Cocoon?

I need to know if this thing on my tomato plant is a friend, foe, or what it is. Can anyone tell me if it is related to a tomato hornworm or if it is a beneficial cocoon? Thanks!

Not a hornworm. The pupa is in the ground.
