These big green horned things can be controlled by spraying the plants liberally with a solution of water, bleach and dishsoap. Spray after each heavy rain. If you get lazy, they will show up at which point you can spray them directly or tug them off and spray them.. it will kill them.

The recipe:

5 gallons water
1 cup bleach
1 cup liquid dishwashing soap
