Neem Oil Burning?

I used neem oil for the first time yesterday. I followed a recipe I got online [a 'strong' version according to them: 1.5 gallons of water, 4 tsp detergent, 3/4 cup + 4tsp neem oil] and used a new pump sprayer. Seemed to go well. But today when I went out to the garden, some of my tomato plants [not all, but a significant portion] had black bits on the leaves, esp. on the top where it might have gotten more spray than others. Bit curly, almost like being burned. It's been very sunny and hot of late.

Could this be a reaction to the neem oil? possibly combined with a lot of sun?

Also: when using neem oil, is it the kind of thing you should reapply after a rain, or will it last a bit longer?
