Spiny Insect with Hump stays on Tomato Stalk

Just started growing cherry tomatoes and have encountered an insect that is shaped like a buffalo (massive toward the front with a hump on its back and slender toward the rear), black with some orange spots, and spiny hairs popping up here and there. I have been reading multiple web posts about the subject and it does not seem to match a worm, aphid, beetle, or flea's profile. They start out small about the size of a large flea, but have gotten as large as a black bean. And are wingless.

They congregate on the main arteries of the plant in clusters of about twenty to thirty. They have a firm grip but can be cleaned off by wiping them or spraying them with a high pressure water stream. The larger tomato plant has less and seems less affected , but the smaller one has some branches that are drying up, the fruit does not seem affected and continues to grow and ripen, but some of the stalks look to be in danger.
